An owner building or improving a residential structure on their own property for their own occupancy, and not for sale or lease, is exempt from contractor licensing. Selling, leasing or offering the structure for sale or lease within 1 year after completion creates a rebuttable presumption that it was built to sell or lease. The owner must apply to the State Contractors Board for this exemption (NRS 624.031, subsection 5). (source: Nevada Legislature)

The City of Las Vegas guide adds that the owner-builder exemption applies mainly to owners of single-family homes and not to condominiums or apartments. (source: City of Las Vegas Building and Safety)

Permits still apply

Clark County requires a permit before anyone constructs, alters, repairs or replaces a building, or installs, alters, repairs or replaces any electrical, gas, mechanical or plumbing system regulated by code. Exemptions are in Clark County Building Administrative Code 22.02.190. (source: Clark County Department of Building and Fire Prevention)

Henderson

Henderson says that if you are the registered owner of the home and it is your primary residence, you may pull your own building permits. There are certain stipulations you must agree to before the permits are issued. (source: City of Henderson Building and Fire Safety)

These Henderson policies do not apply to owners of rental properties or owners of commercial properties. In those cases, a licensed contractor must be hired to perform all work and must be listed as the contractor of record on the permits. (source: City of Henderson Building and Fire Safety)

City of Las Vegas permits

The City of Las Vegas says only a Nevada licensed contractor may obtain a building permit for commercial construction. (source: City of Las Vegas Building and Safety)

The City of Las Vegas has a year-round amnesty program that lets homeowners self-disclose non-permitted or non-code-compliant work in their homes without any penalties for the required plan review and permit fees. Building and Safety: (702) 229-6251. (source: City of Las Vegas Building and Safety)

The trade-off

If you pull the building permit yourself or act as the owner-builder, you cannot recover from the Residential Recovery Fund for that job (NRS 624.510). (source: Nevada Legislature)

Clark County inspectors inspect finished work against the approved plans and adopted codes. The Building Division cannot tell you how to build or recommend methods or materials for your project. (source: Clark County Department of Building and Fire Prevention)
